We have an exciting opportunity for a CCTV Monitoring Operator to join our community safety team in the vibrant City of Norwich.
As a team member you will support Norwich City Council build on their ambition to drive forward the long term shared vision for the city.
As a CCTV Monitoring Operator you will provide a vital role supporting the safety and security of people and property within public spaces covered by the council' CCTV surveillane network.
This post involves working variable hours and irregular work patterns.
You will be working Friday and Saturday evenings on alternating shifts of 6pm-midnight and midnight to 6am . Occasional additional shifts will be required on weekday evenings and to support events and public activities that occur outside of these hours.
The role averages 38 hours per month and involves being present for up to 3 hours each month for supervision/team meetings during normal office hours on a weekday.
If you do not already have a valid SIA Public Space (CCTV) Licence you will need to be available to undertake full training to acheive this soon after recruitment. Training will take place with a specialist provider over three days, Monday to Wednesday, from 8.00am to 5.30pm. There will be online pre-course learning to undertake prior to starting.
You will also need to attend initial induction training sessions on a week day during office hours.
Job Description
Monitor and operate the CCTV cameras and associated equipment in the control room, being vigilant at all times.
Operate the range of communication facilities within the control room including radio systems, telephone and IT equipment.
At all times, maintain and respect the confidientiality, security and sensitivity of the service including the CCTV control room, data and facilities. Comply with data protection legislation, the adopted Surveillance Camera Code of Practice and service operating procedures at all times.
Liaise with the police control room at headquarters if incidents occur as defined in the Norfolk Constabulary and Local Authority Joint CCTV protocol.
Ensure incidents in progress are monitored to continually to conclusion often in highly pressurised situations.
Maintain clear and accurate records of incidents and data recording on the council’s systems.
Provide informed and comprehensive handovers with colleagues, senior officers and partners to ensure full and open communication.
Prepare and check equipment for operational use, ensuring optimum performance. Report any failures or faults, as directed.
Preserve footage, download and provide recorded media to authorised personnel when required or requested.
Assist the police in preparation of CCTV evidence and other activities associated with attendance at court as a witness.
Undertake training to achieve and maintain PSS (CCTV) SIA licence and pass D&B, NPPV checks in order to use systems and operate on the police radio systems and airwaves.
Participate in corporate and personal training and development in order to maintain an understanding of current CCTV and other relevant legislation and regulation.
Contribute to the development and enhancement of the service and control room working practices.
Attend supervision meetings, training and employee events as and when required.
Promote and implement the council’s corporate strategies, policies and practices in relation to employment, safeguarding, service provision and health and safety.

Skills Required
Experience of CCTV and/or security work. A basic knowledge and understanding of the following:
- The surveillance camera commissioners code of practice
- Data protection act
- Human rights act
- Health and safety requirements
- Standard IT systems and software including Microsoft Outlook, Excel and Word.
- Demonstrate good verbal and written skills. Able to communicate confidently and clearly.
- Maintain effective relationships with other agencies at operational level.
- High levels of concentration and vigilance.
- Effective time management skills
- Ability to work independently without manager supervision.
- Able to work flexibly, prioritise and make sound judgements in often high pressure situations.
- Able to use required systems including CCTV equipment, monitors, keyboards and telephone/radios.
- Competent and confident in using IT systems including Microsoft Outlook, Excel and Word.
- Demonstrate an understanding and commitment to the council’s safeguarding and diversity policies.
Educational Requirements
Good levels of literacy and numeracy.
Current public surveillance system (CCTV) security industry authority (SIA) licence (including criminal records check) or able to undergo immediate assessment and training to achieve licence.
Current Non Police Personnel Vetting (NPPV) clearance or willingness to undergo immediate vetting to achieve clearance as required.
